sdm845-common: Add background atel services in whitelist

telephony services are white-listed who all need
to freely run in the background. This is temporary
work-around and some of the services will be
removed from the list based on the feasibility.

This one apparently is present in older versions of the vendor
partition. Stop it as it can't load properly and we don't need it
anyway.
