Subject: [PATCH] sm6375-common: Turn off persist.vendor.radio.poweron_opt

It's set to 1 in qcril_database migrations. Sed the property
to something else so it defaults to 0.

When the value is 1 it breaks SMS receiving without QTI telephony.
