qcacmn: Add flags to enable vow stats in firmware

Browse source 
Add flags WMI_HOST_FW_FEATURE_VOW_FEATURES and
WMI_HOST_FW_FEATURE_VOW_STATS which will be sent
to firmware to enable VOW stats.
