arm/dts: move extcon config to discrete-rt-pd-manager.dtsi

Browse source 
tcpc_config.dtsi config use for config rt1711h device.
if project have no PD device, we should not include tcpc_config.dtsi.
and extcon is for rt-pd-manage struct,
so move extcon config to discrete-rt-pd-manage.dtsi.
