qcacld-3.0: Fix Uninitialized memory issue

Propagation from qcacld-2.0 to qcacld-3.0.

There is a possibility to read uninitialized memory within api
__wlan_hdd_cfg80211_testmode.
To resolve this issue, initilaize buffer hb_params with zero.
