Set CONFIG_HZ_300 to y

On Ibiza, accordingly to (CR), overall device
performance has improved when CONFIG_HZ_300 is set to y.
We observed ~17% performance gain on mean launch time.
FPS run with tes results available at:
http://perf.mot.com/apps/fps/rungraphs/?runids=45049,45389

Therefore, CONFIG_HZ_300 should be set to y.
