dts: cypfq/csot_panel: fix the panel issue caused by otp code

Browse source 
CABC and DSC config are not incluled by otp code.And panels have been sent
to factory. So Ap will download these commands to fix these issue.
For the next version, these command will be included by otp.then we revert the change.
