qcacmn: Fix radar detection failure for 11A mode

AP does not add the RADAR found channels to NOL when user configures
the AP in 11A mode. This is because, dfs_get_bonding_channels()
returns the number of bonding channels as 0 for 11A mode. Hence, the
radar detected channel are not added to NOL.

Add change to get bonding channels for 11A mode.
