qcacld-3.0: Avoid recovery during driver unloading

During wlan unloading, target failure is ignored, no recovery
will happen, refer function ol_target_failure

During wlan unloading, cds_cfg may be freed, can't get
cds_is_self_recovery_enabled state correctly
