qcacld-3.0: Remove gLim*Enabled flags from tAniSirLim

The following fields in tAniSirLim are unused, so remove them:
- gLimQosEnabled
- gLimWmeEnabled
- gLimWsmEnabled
- gLimHcfEnabled
- gLim11dEnabled
