qcacld-3.0: Avoid sending ENABLE RTSCTS cmd in FTM

Browse source 
FTM mode doesn't have session ID and no need to send wma_cli_set_command
for WMI_VDEV_PARAM_ENABLE_RTSCTS which is per vdev.
