arm64/dts: remove STOPSHIP signature

For this problem could not be avoid in GKI version, so
we will remove STOPSHIP signature.
For GKI version, LCD driver will probed much more later,
so L1E will not vote for enable before flush work called.
As a result, we have to remove this feature to avoid L1E
closed by flush work.
