qcacld-3.0: Remove enum csr_hi_rssi_scan_id

Change I7994a9038d5bd094ce23bcd525ef8f5282974bfc ("qcacld-3.0: Apply
second part of LFR INIs changes") removed the logic that utilized the
csr_hi_rssi_scan_id enumerations. Since these are now unused, remove
the definition.
