qcacld-3.0: Remove obsolete hdd_hostapd_state bCommit flag

Browse source 
The hdd_hostapd_state bCommit flag is a remnant from a prior version
of the driver. This flag is written, but never read, and hence
obviously has no purpose, so remove it.
