qcacld-3.0: Remove obsolete CDS Packet Tracking macros

Browse source 
CDS contains a set of CDS_PKT_TRAC_* macros that were used by a prior
version of the driver. The current driver uses a different mechanism,
so remove the now unused CDS_PKT_TRAC_* macros.
