qcacmn: Extract Rx data packet SGI from WMI_VDEV_SMART_MONITOR_EVENTID

Browse source 
Due to limitation uCode always filling SGI as long for VHT mode in
rx_msdu_start_tlv.

This change is to extract VHT Rx data packet SGI from
WMI_VDEV_SMART_MONITOR_EVENTID.
