focaltech_0flash: rm register_panel_notifier null define

focaltech_0flash_mmi:
Remove register_panel_notifier null definition, because this function
is only used when FOCALTECH_CONFIG_PANEL_NOTIFICATIONS defined.
Add this null definition causes redefinition warning.
