qcacld-3.0: Fix tcp chksum can't be enabled for sap

propagation from qcacld-2.0 to qcacld-3.0.

In STA+AP or AP+AP mode, if the sap's interface is
created rather than using wlan0, there is no setting
for tcp chksum offload.
