qcacld-3.0: Fix layering violation in sir_api.h
qcacld-2.0 to qcacld-3.0 propagation. Fix layering violation in sir_api.h by renaming enumeration prefixed with LIM. Change-Id: I8b33fbb6d315c54c8cd483bd89685719e460051a CRs-Fixed: 995039
