qcacmn: Configure Default DBS scan for DBS HW

Previously, for high accuracy scan,
configured scan policy SCAN_DBS_POLICY_FORCE_NONDBS
takes  more time to scan.
For DBS HW, to improve scan time, this should be
changed to SCAN_DBS_POLICY_DEFAULT.
