dlkm: bo: Change the logic of report fod up key

Browse source 
- Per the request of fingerprint team, remove the judgment condition of
touch_num<=0 when reporting the fod up key, this change can prevent
fod up key not being reported because touch_num>0 when fod up key
needs to be reported.
