qcacld-3.0: Set valid min value for gTDLSPrefOffChanBandwidth

This is a qcacld-2.0 to qcacld-3.0 propagation.

Currently the min value of gTDLSPrefOffChanBandwidth
is set to zero which is invalid, min value should be
1 (zeroth bit set) for 20MHz.
