qcacld-3.0: Replace QDF_BUG(0) with cds_trigger_recovery()

Replace QDF_BUG(0) with call cds_trigger_recovery() in
wma_remove_peer(), as it is a possible scenario for NDI
since the NDI vdev is managed by FW.
