locking/lockdep: Remove cross-release leftovers

Browse source 
There's two cross-release leftover facilities:

 - the crossrelease_hist_*() irq-tracing callbacks (NOPs currently)
 - the complete_release_commit() callback (NOP as well)

Remove them.
