phy:phy-brcm-usb: Use PTR_ERR_OR_ZERO to replace the open coded version

Browse source 
PTR_ERR_OR_ZERO has implemented the if(IS_ERR(...)) + PTR_ERR, So
just replace them rather than duplicating its implement.
