SM5602_FG: apply patch-version: 20220212_00

1.fix The first time the battery be inserted, the power display is low
2.reduce the time of temperature update
3.enable delay-shutdowm feature to set showdown voltage to 3.4v
4.enable SOC_SMOOTH_TRACKING feature to set show battery capacity 100%
  when the real power is 97%
