qcacld-3.0: Remove setting HIF_MESSAGE_BASED

Browse source 
Kbuild has conditional logic to set CONFIG_HIF_MESSAGE_BASED which is
subsequently used to pass -DHIF_MESSAGE_BASED to the driver. But
HIF_MESSAGE_BASED is not actually used by the driver, so remove this
support.
