arm/dt: corfup: set L9E voltage level to 3V

arm/dt:
Set L9E voltage level to 3V to meet touch hardware spec.
corfup does not support sd card, L9E is assigned to touch.
But if remove sdhc2 dtsi, cause kernel panic. So change sdhc2
L9E settings.
