qcacld-3.0: Fix LFR2 failure for no better AP event

LFR2 also need set roam offload flag to fw:
WMI_ROAM_FW_OFFLOAD_ENABLE_FLAG of
WMI_VDEV_PARAM_ROAM_FW_OFFLOAD.

Change-Id: Idbb602b717f46f88426ef36a738efd456ac7af8b
only sets roam offload flag to fw for LFR3.
