qcacmn: Add beacon burst,tx_power and tx rate ids for TLV

Browse source 
Defines for Beacon burst mode, management tx power and beacon tx rate
are added recently for TLV targets. Add these defines to the supported
list of pdev and vdev param ids used by host.
