qcacmn: add vendor command for wifistats

Browse source 
Add new vendor command QCA_NL80211_VENDOR_SUBCMD_WIFI_FW_STATS
which is used for wifistats. Also remove
QCA_NL80211_VENDOR_SUBCMD_HTT_STATS which is wrongly used
in place of QCA_NL80211_VENDOR_SUBCMD_PEER_FLUSH_PENDING
