qcacld-3.0: Donot enable PKTLOG_LEGACY for lithium

Since CONFIG_ROME_IF is defined as "PCI" for lithium, PKTLOG_LEGACY is
getting enabled for lithium product as well. Disable PKTLOG_LEGACY for
lithium chipsets.
