arm/dts: Fix Google legacy 15W not display "Turbo"

When using a Google Universal 15W type-c Charger,
but the fast charging icon "Turbo" is not displayed.
(Vbus voltage is ~4.91V and the charging current is 2.89A).

So we need to enable setting ICL based on Rp for
Type-C non-compliant legacy cables.
