arm64/config: change spm-level to 3 for ufs

from qcom's suggestion , change the ufs spm-level to 3. it maybe improve
stability of ufs.
spm-level 3:
     UFS_SLEEP_PWR_MODE, UIC_LINK_HIBERN8_STATE
spm-level 5:
     UFS_POWERDOWN_PWR_MODE, UIC_LINK_OFF_STATE

And after set spm_lvl as 3, the ufs will avoid reinit/probe during
resume. thus no uevent sent out, hvdcp will not wakeup yet.
