ion: Relax CONFIG_ION_MSM_HEAPS dependencies

Browse source 
Some of the dependencies specified by CONFIG_ION_MSM_HEAPS
aren't actually required for enabling a minimalistic subset
of the MSM ION heaps, so relax these dependencies.
