ARM: dts: msm: Add RDPM register map for yupik GPU

Add RDPM register ranges for yupik GPU to update
CX and GX frequency changes to RDPM hardware.
RDPM stands for Rail Digital Power Meter available
for CX and MX to assist shared rails limits management
for peak current.
