qcacld-3.0: Remove WLAN_WAIT_TIME_ABORTSCAN macro

Change I45181908a6a81de21e4ba906f54ae3190aa212d0 ("qcacld-3.0: Use
common scan api to wait on scan to get completed") removed the logic
that used macro WLAN_WAIT_TIME_ABORTSCAN. Since the macro is obsolete,
remove it.
