ARM: dts: msm: add cluster power down state for Trusted VM

Browse source 
Add cluster idle state for Trusted VM. Since the Trusted VM does cpuidle
using Platform Coordinated PSCI mode, specify the cluster power down as
a idle state in the CPU node.
