dlkm: bo: Improve novatek 0flash driver

- Since now nova_check_dt only possible return 0 or -ENODEV,
so if the driver can't get the active_panel_name properly, that means
no display panels are initialized, so need to return  -ENODEV on probe
in this case, otherwise, it may affect the initialization of other touch ICs.
NO_PROP_NEEDED: needn't for shm2018
