qcacld-3.0: Remove csr_is_any_session_connected()

Change I7e04b4488b10021d6815e76d0a55e040756b1794 ("qcacld-3.0: Remove
unused SCAN code under NAPIER_SCAN define") removed the last client of
csr_is_any_session_connected().  Since this function is now obsolete,
remove it.
