qcacld-3.0: Removed invalid vht IEs for 2.4G in SAP Mode

SoftAP should check gEnableVhtFor24GHzBand ini variable before
enabling vht mode in 2.4Ghz mode.
Added changes to turn off vht mode if gEnableVhtFor24GHzBand is
disabled for 2.4Ghz.
