dts/panel: milanf: Optimize the power on and power off timing

Browse source 
1. After enable VDDIO, delay  2ms ,then enable  VSN/VSP.
2. After disable vsp/vsn, delay 2ms, then disable VDDIO.
3. After disable  VSN, delay 2ms, then disable VSP.
