arch/dts: add usb-pdhandle and pd current max iio for charging dlkm

Browse source 
For add PD charging(include PPS/Fixed) policy in DLKM for single
charge path(only pmic charging), so need add usb-pdhandle and
pd current max iio in dtsi for blair.
