arm/dts: Fix FirmwareDtboVerification#testVerifyOverlay

Browse source 
Some overlays in blair-bangkk-common-overlay.dtsi depend on the
definition that in the blair-pm6125-bangkk-common-overlay.dtsi hence
we should move it to the front.
