ide: add CONFIG_IDE_ARCH_OBSOLETE_INIT

Browse source 
Add CONFIG_IDE_ARCH_OBSOLETE_INIT to drivers/ide/Kconfig and use it instead
of defining IDE_ARCH_OBSOLETE_INIT in <arch/ide.h>.
