qcacmn: Fix IRQ affinity Core-ID during NAPI CPU migration

Browse source 
Currently we are using core-id of the core for setting IRQ affinity.
This is incorrect since core-ids can be common across clusters. Use
CPU number instead for setting IRQ affinity.
