disable PPR for Ibiza

Accordingly to (CR), overall device performance has improved
significantly after disabling PPR (PerProcess Reclaim), mainly on launch
time, major page faults, memory pressure, swap IO, and steals (kswapd,
direct and total steals).
Therefore, PPR should be disabled for this device.
