Subject: [PATCH] qcacmn: Fix compilation error caused by
 hif_disable_power_management

hif_disable_power_management is only defiend for PCI devices which is
causing compilation error for SNOC devices. Define empty definition of
hif_disable_power_management for SNOC devices.
