Adjust the heartbeat time to 100s in discharging state

There is a case that will make the system suspend failing for
mmi,charger wakelock and last for several minutes.
The reason is that the system suspend has the same 60s request
intervals as mmi charger heartbeat delay work, which will request
mmi,charger wakelock.

To avoid this two task run into resonating state, it's feasible to
change the mmi charger heartbeat interval to 100s.
