spmi: spmi-pmic-arb-debug: replace ioremap_resource with ioremap

Browse source 
Replace "devm_ioremap_resource" with "devm_ioremap" to avoid
failure in QFPROM driver as it uses the physical address range
which is used to read "fuse" bits.
